Classic Editor Hotfix Addresses Publishing Panel Issue

A bug in the classic editor’s publishing panel, tracked as ticket #65286, causes additional action buttons to appear when the block editor is disabled. The issue is targeted for a permanent fix in WordPress 7.0.1. The core team has released Classic Editor 1.7.0 and a dedicated Hotfix 1.4 plugin that patch the problem. Classic Editor 1.7.0 adds the fix and is available for all sites that use the classic editor, while Hotfix 1.4 provides a lightweight solution for sites that do not have the classic editor plugin installed.
