OpenAI Publishes National Security Principles for Government Partnerships

OpenAI has published its National Security Principles to provide transparency into how it approaches government partnerships and national security uses of its technology. The principles were developed with input from a national security expert, listening sessions, and cross‑company teams, and are intended to guide OpenAI’s work with the U.S. government and allied partners in cyber and biosecurity.

The principles state that OpenAI will not use its technology for mass domestic surveillance, for directing autonomous weapons systems, or for high‑stakes automated decisions. The organization has already established Trusted Access for Cyber partnerships with Australia, Canada, Japan, Korea, France, Germany, Poland, the Netherlands, and EU institutions, and has a growing partnership with the UK government. OpenAI also expanded trusted access to its GPT‑Rosalind model for select U.S. government and allied partners supporting public health and biodefense missions.

The principles emphasize democratic accountability, meaningful human judgment, and the rule of law, and to strengthening democratic institutions rather than concentrating power. OpenAI supports legislative efforts to establish safeguards around high‑risk military uses of AI, including domestic surveillance, autonomous weapons, and other high‑stakes uses. The principles guide current and future national security and law‑enforcement partnerships, including work with the Department of War.
