It applies only to new collaborator requests; existing access granted by merchants does not require verification. All users in a partner organization who send collaborator requests must verify their identity.
Partners should complete verification on the Request collaborations page in the Dev Dashboard and ensure every user who will send collaborator requests has a valid ID and device for the selfie check. This policy helps merchants trust partners and prevents bad actors from accessing live stores.
